It has hence established an investment & development department that is dedicated to the evaluation, bidding and operation management of projects promoted by the government to encourage private participation in public construction and private hotel investment. And beginning from 2004, Toong Mao has adopted a key-point model for financial planning and management that conducts evaluation and implementation with respect to the investment & development of hotels and other industries. By investing in other industries, this disperses the investment risks and creates external profits, hence the investment in Hoya Hot Springs Resort & Spa, Sunrise Ocean Bed Hot Spring Resort in Green Island, Yuan Sen Applied Botanical Garden and other units.

This department gathers talents in fields such as hotel management, finance, building construction, interior design and others so that it could focus on the feasibility evaluation of pre-operation, make plans for technical assistance and advisory service, prepare assistance service and the feasibility evaluation and implementation of hotel charter or commissioned operation management. This team adheres to the perspective of the client and specializes in offering pre-operation evaluation and overall planning of hotel establishment and even services of proxy or chartered operation management to clients who are hotel managers or interested in the hotel business. The work can be divided into stages or according to the characteristic of the individual cases, so as to provide various short, intermediate, or long term service needs exclusive to the clients, thereby creating a tripe win situation for the client, Toong Mao and customers.
